To evaluate the Brazilian States from a business point of view. It is with such a purpose that, for the past five years, Simonsen Associados and AMANHÃ Magazine prepare the ranking of competitiveness of Brazilian States. Beginning this year, the outlook is wider: instead of ten, the magazine presents the 15 most competitive States – those that show, in the most efficient manner, indicators of wealth and infrastructure. RECORD INTENTIONS TO INVEST ANNOUNCED BY COMPANIES

Last year, 1761 national and foreign companies announced that they intend to invest US$265 billion in new projects in the Country. Most of the resources are directed to the energy sector, one of the main bottlenecks to growth.
The numbers concerning intentions to invest, gathered by Simonsen Associados consultants since 1989, indicate that this is the largest registered value, even higher than the peak reached in 1997, US$218 billion. In 1999, the intentions to invest added up to US$98 billion. Since 1989, the total of investments announced reached US$1253 billion. The research does not consider the capital invested in privatizations or in the purchase of operating companies, but only new projects

ECONOMIC PANORAMA – CASH AHEAD

Since 1989, the São Paulo Consultants at SIMONSEN ASSOCIADOS have been following a variety of economic indicators to support market analyses. Some time ago they found out that a real economy index that keeps a high relation with disposable income, for family expenditures, is the household consumption of electrical energy. This indicator is further consistent as it encompasses, among other things, the informal economy.

Very well. From January through May, this year, according to Eletrobrás, consumption of household electrical energy increased by 2% in relation to the same period in 1999. If the monthly consumption for the last seven months of the year follow the pattern of the first five, Consultant Harry Simonsen, Jr. reckons that income of Brazilian families will move forward by 4%, in 2000. Not bad, for those who have been suffering from a real loss of income.

        Lately, consultant Harry Simonsen Jr., from Simonsen Associados, plunged into an entanglement of documents about business companies. Such effort created an unprecedented survey that unveils the business world in Brazil and reveals the main features of the companies acting in the Country. It is a real X-Ray of the Brazilian business universe and, as such, besides demonstrating the difficulties of the great corporations, it makes it possible to have a notion of the ways to overcome these obstacles. 

        The survey made by Simonsen might help to show the way to Brazilian companies. A questionnaire available at their home page(www.simonsen.com.br) helps in the classification  of the company within one of the eight profiles.  .    

DICTIONARY OF COMPETITION

Buyer Company – With good resources and competent management, it is considered an attractive investment. Transition is determined by global growth. 

Visionary Company – With an aggressive style, it tries to supply itself with resources and it seeks partnerships. Its focus is the global market. 

Philosopher Company – Since it is not very much engaged with results, it does not accomplish the business transition in an adequate manner. It seeks professionalism, with a focus on reorganization and on a new competitive position. 

Dreamer Company – It relies on the old generation of managers, who might not have neither the time nor the desire to undergo transition. The success depends on the capacity of the new generation to assume this responsibility. 

Seller Company – Transition will be complicated, since the old generation of managers has driven it almost to a blind alley.It will have to focus on niches and will have to seek resources. 

Artisan Company – Will enjoy limited growth since its management does not meet the challenges. 

Opportunist Company – It takes advantage of the special conditions of the market. A partner could bring a new model of management and competence to access resources. 

Shortsighted Company – It has resources, but due to mistakes in management it is not considered a promising investment.

WHERE SHOULD ONE INVEST IN SÃO PAULO?

        JT newspaper has attempted to draw a panorama of investments in the city. According to important consultants offices, the sectors of services, the Internet and housing constitute the current trivet of the funding of  resources in  the capital of São Paulo state.

        Few segments have had such an intense growth in recent years as that of telecommunications, induced by the privatization process of the national telephone system. "This area has been receiving a huge amount of international funds", says Erika Cook, an analyst for Simonsen Associados.

        Ensitel, a Portuguese company operating in Brazil for three months, is an example of such growth. 
"Brazil shows a huge development capacity in the market", says the director of Ensitel in Brazil, Carlos Araújo.

        The TOP HOSPITALAR 99 prize is a conquest of the Brazilian medical-hospital sector. The survey, open to hospital directors, specifiers, buyers and professional users acting in that sector, indicates the brands enjoying the preferences of these professionals who buy and use the equipments, products and services, based on a sample of 850 respondents qualified by SIMONSEN ASSOCIADOS according to the criteria of the regulation in over 1000 questionaries received. This number of respondents corresponds to approximately 12% of all existent hospitals in the country.

        According to Maria Angela Conrado, partner of Simonsen Associados, the TOP HOSPITALAR99 Prize is an agent capable of changing attitudes.

CLOSE FIGHT

        Research released by Simonsen Associados, from São Paulo, will intensify the struggle of the States to attract new investments. The study, conducted in partnership with Amanhã magazine, ranks the States that present the best  economic and social conditions to attract business. Although São Paulo is still  up front, there is a stimulating dispute among the next in line./small>

        Minas Gerais has overcome Rio de Janeiro and is now the second most competitive State in Brazil.  
The interest in Mercosul and the better standards of living made it possible for Rio Grande do Sul to overtake Paraná and  become number four in the national ranking.

THE NEW MAP OF THE MINE

        Consultant António Cordeiro, partner of Simonsen Associados, has a close relation with the State of Minas Gerais. His visits to Belo Horizonte have a precise address: the Institute of Industrial Development of Minas Gerais (Indi). Beside the capital, he knows the countryside of that State as few other people do. Simonsen Associados provides technical assistance to large national and international investors in an aspect both crucial and highly discussed by Governors: the decision regarding the best place to invest. Studies influenced the choice made by Akros - one of the largest companies in the country dealing with pipes and fittings - for the location of two new plants in Minas Gerais: one in Uberaba, in the southwestern part of the State, and the other one in Extrema, down South, near the border with São Paulo. Simonsen Associados has also played an active role in the installation of Black & Decker, in Uberaba, and of Walita, in Varginha. According to Mr. Cordeiro, the new logic of capital investments in the country favors industrial decentralization and Minas Gerais is one of the States with the best chance to benefit from it. He says that, "a company capable of distributing its products in all regions of the country, according to the economic potential of each, has its best location spot in an extensive area including regions in the countryside of Minas and São Paulo".
